Winter road maintenance

In the city of Košice for several years KOSIT a. s. winter maintenance of public roads. The winter season is defined as the period from 1 November 2024 to 31 March 2025.

Detailed conditions of work performance are described in the Winter Maintenance Operational Plan, which was developed in cooperation with the Košice City Council. In total, the company manages over 696 kilometres of roads.

The winter maintenance of roads, which KOSIT takes care of, is based on the Operational Winter Maintenance Plan updated annually and approved by the City of Košice.

For capacity and economic reasons, it is not possible to ensure that all carriageways are passable at the same level in a short period of time.

For this reason, the entire length of managed carriageways and other roads needs to be divided into three priority stages:

  • Priority level 1 - crossings of roads of II and III class through the city of Košice, local roads of I and II class where public transport operates.
    ZÚ on the above mentioned roads is carried out in the first row.
  • Priority Level 2 - other local roads of class I, other local roads of class II and III.
    The ROW on the above roads shall be carried out secondarily only after the completion of the ROW on the roads classified as Priority Level 1.
  • Priority Level 3 - Class IV local roads, namely pavements, steps, underpasses, crossings and islands at junctions and public transport stops and adjacent pavements, including car parks.
    Maintenance on the above roads shall be carried out in the third tier only after the completion of the ROW on the roads included in Priority Tier 2.

Individual situational stages:

  • Normal conditions - a condition where it is possible to mitigate the effects of adverse weather conditions on the passability or serviceability of roads.
  • State of emergency - a condition that arises during prolonged snowfall, strong winds that create snow tongues and drifts, freezing drizzle or rain, when obstacles form on roads that cannot be safely avoided.
  • State of calamity situation - grades result from the extent and impact of climatic conditions on roads.
  • Level I of calamity situation - extraordinary conditions (declared by the Director of the Košice City Council and the ZÚ Staff or a person authorised by him/her, while the management of the ZÚ is taken over by the ZÚ Staff of the City of Košice),
  • Level II calamity situation - calamity situation (declared by the mayor and the Košice ZÚ Staff, while the management of the ZÚ is taken over by the Košice ZÚ Staff),
  • Level III calamity situation - shall be announced by the Mayor of Košice and the ZÚ Staff, while the management of the ZÚ shall be taken over by the ZÚ Staff of Košice.

Normal conditions

Maintenance is carried out in sections according to the order of priority stages by own and contracted mechanisation means. This stage is announced by the MMK dispatching of the transport department.

Emergency situation

An emergency situation is a period of threat or a period of consequences to life, health or property - declared according to Act No. 42/1994 Coll. on Civil Protection of the Population as amended, during which measures to reduce the risks of threat or procedures and activities to eliminate the consequences of an emergency are carried out.

The emergency situation in the city of Košice is declared by the mayor of the city on the basis of the recommendation of the Košice City Crisis Staff. The declaration of an emergency situation and the procedure of works are governed by Act No.42/1994 Coll. on civil protection as amended.

Calamity situation


The main task of winter maintenance of urban roads is:

  • reduce slippery road surfaces caused by snow or ice,
  • Maintain the passability of roads by removing more snow to ensure continuous, safe and smooth operation.

Gritting of roads is carried out only after the freshly fallen snow has been cleared. Depending on the weather conditions, inert material is used - gravel of 4-8mm fraction or industrial salt, the application of which is closely related to the outside temperature, which must not exceed -5 degrees.

In determining the order of winter maintenance work, the following shall be taken into account:

  • descents and ascents on public transport routes and crossings of national roads,
  • entrances and exits from intersections,
  • bridge objects,
  • traffic intensity,
  • the management of public transport routes,
  • the traffic significance of the road,
  • construction and technical condition of the road,
  • territorial and weather conditions.

Winter road maintenance includes:

  • machine-cleaned sections of roads,
  • machine snow removal (the vehicle is equipped with a plough and a spreader for spreading gritting material),
  • manual cleaning
